It often highlights poorly understood dependencies, ill-prepared decisions, and governance structures incapable of making decisions under pressure. An <strong>operational resilience roadmap<\/strong> provides a concrete framework for moving from scattered initiatives to a managed, measurable continuity capability tailored to critical operations.  <\/p>\n<p>For organizations subject to regulatory requirements, with a high degree of digital dependency, or facing stringent service requirements, the challenge is not simply to produce yet another document. Rather, it is about establishing a realistic sequence of steps linking risk analysis, business continuity, cybersecurity, crisis management, and operational recovery. <\/p>\n<h2>Why develop an operational resilience roadmap?<\/h2>\n<p>An organization may have a business continuity plan (BCP), a disaster recovery plan (DRP), crisis procedures, and cybersecurity controls without actually being truly resilient. These measures are sometimes developed in silos, managed by separate teams, and tested according to schedules that lack overall consistency. The result is well known: when a complex crisis strikes, decision-makers discover that business priorities, technical capabilities, and decision-making processes are not sufficiently aligned.  <\/p>\n<p>The roadmap establishes this alignment. It translates the goal of resilience into objectives, initiatives, responsibilities, milestones, and success criteria. It also serves to justify investments to senior management, the risk committee, or regulatory authorities. A credible approach does not promise the absence of incidents. It demonstrates that the organization understands its disruption scenarios, prepares its responses, and improves its capabilities based on lessons learned.    <\/p>\n<p>The level of detail depends on the context. An international group will need to address local requirements, cross-border dependencies, and multiple subsidiaries. A more centralized organization may focus on a few critical services and high-impact scenarios. In both cases, the method remains the same: start with essential activities, identify capacity gaps, and then prioritize verifiable actions.   <\/p>\n<h2>Start with a shared understanding of critical activities<\/h2>\n<p>The first mistake is to start with a list of tools or a catalog of security measures. Operational resilience is built first and foremost around the services that the organization must continue to provide\u2014or resume within an acceptable timeframe\u2014despite a significant disruption. <\/p>\n<p>The business impact analysis therefore forms the foundation of the process. It helps identify critical processes, the impacts of an outage, maximum acceptable downtime, recovery requirements, and essential resources. These resources are not limited to IT: they include key employees, service providers, sites, data, communication channels, and decision-making authority.  <\/p>\n<p>This phase should identify the dependencies that make the system vulnerable. A process may have a technical fallback solution, but it remains vulnerable if a rare skill is possessed by only one person, if a supplier has no proven business continuity plan, or if access to a site depends on a single local infrastructure. <\/p>\n<p>Feedback to the business units is critical. It must not be limited to simply validating an impact matrix. It must enable decisions to be made regarding recovery priorities and formalize the necessary trade-offs between cost, recovery time, service level, and risk exposure.  <\/p>\n<h2>The Four Components of an Effective Roadmap<\/h2>\n<p>A useful roadmap is neither a rigid project plan nor a list of good intentions. It must bring together four complementary dimensions: <\/p>\n<ul>\n<li><strong>Governance<\/strong>, which defines the sponsor, responsibilities, arbitration bodies, and reporting procedures.<\/li>\n<li><strong>Business continuity capabilities<\/strong>, which include continuity strategies, plans, crisis management, IT recovery, and alternative solutions.<\/li>\n<li><strong>Dependency management<\/strong>, which covers service providers, <a href=\"https:\/\/www.drifrance.eu\/en\/2026\/07\/02\/supply-chain-risk-management\/\">supply chains<\/a>, sites, data, and interfaces between teams.<\/li>\n<li><strong>Quality assurance and improvement<\/strong>, which oversee exercises, tests, audits, performance metrics, and the resolution of discrepancies.<\/li>\n<\/ul>\n<p>These components must be sequenced. It is rarely appropriate to launch the revision of all plans, the audit of all third parties, and a comprehensive exercise program all at the same time. Such an approach places a heavy burden on business units and often results in deliverables that are not sufficiently appropriate.  <\/p>\n<p>It is best to define implementation phases. The first phase generally aims to consolidate the assessment, establish governance, and address the most critical vulnerabilities. The next phase structures continuity strategies and operational plans. A third phase strengthens the ability to demonstrate readiness through exercises, metrics, and executive reviews.   <\/p>\n<p>Each project must specify a project lead, a deadline, the expected resources, dependencies, and a measurable outcome. For example, \u201cimprove the business continuity plan\u201d is too vague. \u201cValidate the payment service continuity strategy, with a defined recovery objective and a documented crisis exercise\u201d constitutes a manageable commitment.  <\/p>\n<h2>Prioritize without sacrificing resilience to a schedule<\/h2>\n<p>Prioritization is the most sensitive issue. Organizations often have more needs than they have capacity to address them. The roadmap must therefore highlight the trade-offs, rather than hiding the gaps behind a backlog of projects.  <\/p>\n<p>Three criteria are particularly useful: business criticality, risk exposure, and feasibility. A highly critical dependency that is exposed to several plausible scenarios and for which a remedy is available must be addressed quickly. Conversely, a transformation that is complex, costly, or dependent on a multi-year technology program may require temporary mitigating measures.  <\/p>\n<p>These measures may include a manual procedure, the ability to work remotely, an alternative supplier, enhanced monitoring, or a specific escalation process. They do not replace a long-term solution, but they reduce exposure during the transition period. <\/p>\n<p>Prioritization must also take external obligations into account. In certain sectors, <a href=\"https:\/\/www.drifrance.eu\/en\/2026\/06\/27\/dora-regulation-what-it-really-changes\/\">requirements for business continuity<\/a>, management of critical service providers, testing, and traceability necessitate a faster pace. However, compliance should not become the sole driver of the program. A system designed solely to meet a documentation audit may fail to function properly in a real-world situation.   <\/p>\n<h2>Using Exercise as a Management Tool<\/h2>\n<p>A plan that has not been tested remains a mere hypothesis. Drills make it possible to verify whether roles are understood, whether the necessary information is available, and whether decisions can be made within the required timeframes. They also reveal discrepancies between the written procedure and actual operations.  <\/p>\n<p>The format should be commensurate with the maturity of the system. <a href=\"https:\/\/www.drifrance.eu\/en\/2026\/07\/01\/business-crisis-simulation-a-useful-method\/\">A tabletop exercise<\/a> is appropriate for validating crisis governance, escalation rules, and communication messages. A technical simulation can test data recovery or the switchover to a backup infrastructure. A cross-functional crisis exercise will be necessary when the organization needs to test, collectively, the business units, IT, cybersecurity, communications, legal functions, and service providers.  <\/p>\n<p>The goal is not to successfully carry out a prepared demonstration. It is to generate actionable insights. Each exercise must result in a structured debriefing, including factual findings, corrective actions, responsible parties, and follow-up dates. These actions directly feed into the roadmap and prevent the same weaknesses from reoccurring during the next test.   <\/p>\n<h2>Measuring Progress and Maintaining Management Commitment<\/h2>\n<p>A roadmap for operational resilience must be followed, with metrics that are understandable to governance bodies. The percentage of up-to-date plans is useful but insufficient. It must be supplemented by metrics covering critical activities, the completion of drills, the time taken to resolve discrepancies, the quality of recovery evidence, and the level of control over essential suppliers.  <\/p>\n<p>Reporting must highlight residual risks and the decisions that are expected. Management cannot make effective decisions if it receives only a table of percentages. It needs to know which activities remain at risk, which business continuity assumptions have not been validated, and which budgetary or organizational decisions are necessary.  <\/p>\n<p>Finally, the competence of the teams is essential for sustainability. Those responsible for the PCA, PRA, risk management, information security systems, and crisis management must share a common language, be familiar with the applicable standards, and have a thorough understanding of implementation methods. Structured training programs, such as those offered by DRI France, help professionalize this role and ensure consistency in practices.  <\/p>\n<p>A successful roadmap is not measured by the number of documents produced.
