Business continuity indicators provide evidence that the system remains appropriate for critical activities, operational dependencies, and the threat scenarios to which the organization is actually exposed. They transform a set of plans, procedures, and exercises into a system that can be managed by governance.

The challenge is not to produce more dashboards. It lies in selecting metrics that enable decision-making: Should we revise a recovery strategy, strengthen a competency, engage a supplier, address a technical dependency, or accept a residual risk? To be useful, an indicator must therefore link a business continuity requirement to a specific management action.

Why Business Continuity Metrics Are Critical

Business continuity relies on assumptions that change rapidly: work organization, reliance on cloud services, supplier concentration, cyber risk, regulatory constraints, and changes in business processes. A plan that is compliant at the time it is drafted may become partially inapplicable just a few months later.

These metrics make it possible to track this drift before it manifests during an incident. They also provide a common language among business units, the IT department, security, procurement, human resources, and senior management. Rather than asking whether the business continuity plan (BCP) is “up to date,” governance teams can examine specific elements: the percentage of critical operations with a tested strategy, the actual ability to meet recovery objectives, the resolution rate for gaps, or the availability of essential resources.

This approach aligns with the principles of ISO 22301. The business continuity management system must be assessed, measured, and improved. The measures selected must be consistent with the organization’s objectives, its risk appetite, and the obligations to which it is subject. Therefore, there is no universal dashboard that can be applied without adaptation.

Start with the decisions that need to be made, not with the available data

A common mistake is to focus on the metrics that are easiest to obtain. The number of plans submitted through a system, the number of people trained, or the participation rate in an exercise are useful, but they are not sufficient to measure the ability to sustain priority activities.

The right approach starts with governance issues. Should management approve a resilience investment? Approve a risk level? Require the correction of a critical deviation? Monitor the preparedness of a regulated entity? Each question calls for a specific action and a decision threshold.

A relevant indicator typically includes a stable definition, an identified data source, a person responsible for its production, a review frequency, and a target. It must also specify what happens if a threshold is exceeded. Without a planned course of action, the dashboard becomes a reporting exercise rather than a management tool.

Distinguishing Between Readiness Indicators and Performance Indicators

Readiness indicators measure the theoretical capacity to respond to a disruption. They include, for example, keeping impact analyses up to date, ensuring plans are comprehensive, ensuring the availability of emergency contacts, and conducting scheduled drills.

Performance metrics measure what happens during a test, an incident, or a trigger event. They can compare the actual recovery time to the defined RTO, measure data loss against the RPO, or assess the time required to mobilize the crisis response team. The former reduce the risk of delayed detection. The latter reveal the gap between the planned system and operational reality.

Both approaches are necessary. A system with 100% up-to-date plans may fail during a crisis if dependencies are not tested. Conversely, successfully managing an incident once does not mean you can neglect the fundamentals of preparedness.

Key Business Continuity Indicators

The number of metrics must be kept under control. An executive committee does not need the same level of detail as a PCA manager or a process owner. A core set of consolidated metrics can be supplemented by operational metrics at the level of critical entities and departments.

Among the most fundamental indicators are the following:

Coverage rate for critical activities: the proportion of activities identified in the impact analysis that have a validated continuity strategy and plan. This indicator should apply to the truly critical scope, not to all existing procedures.

Recovery Objective Compliance Rate: the proportion of tested scenarios in which the RTO, RPO, or expected service levels were met. It provides an objective measure of the feasibility of recovery commitments.

Crisis management response time: the time elapsed between the detection or identification of an incident and the actual establishment of the crisis response team. It is particularly useful when initial decisions are critical to minimizing the impact.

Closure rate for corrective actions: the percentage of actions arising from exercises, audits, incidents, or reviews that are actually closed within the agreed-upon timeframes. Special attention should be paid to critical actions that have reached their deadline.

Rate of meaningful tests performed: the proportion of exercises that actually cover priority scenarios, teams, service providers, and dependencies. Treating a simple document-based test on the same level as a technical recovery exercise would give a misleading picture of maturity.

These measures may be supplemented depending on the context. An organization that is heavily dependent on third parties will monitor the coverage of critical suppliers through business continuity requirements and evidence of testing. An organization vulnerable to cyberattacks will pay specific attention to isolation, recovery, and the integrity of backups. An institution subject to sector-specific oversight will ensure that drills and reviews comply with its specific obligations.

Measuring the quality of scripts, not just their production

A test completed on time does not necessarily constitute sufficient evidence. The value of the test depends on its level of realism, the scope covered, and its ability to reveal actionable discrepancies.

A quality indicator can, for example, track the proportion of exercises that incorporate a critical external dependency, site unavailability, loss of access to data, or the simultaneous failure of multiple resources. The goal is not to artificially create extreme scenarios. Rather, it is to test the assumptions that actually underpin the continuity strategy.

The level of detail depends on the organization’s maturity level. An organization that is structuring its business continuity plan (BCP) will begin by verifying the coverage of priority activities and the availability of contacts. A more mature organization will seek to assess end-to-end recovery capacity, including the interfaces between business units, applications, infrastructure, and service providers. In the latter case, the gap between the target RTO and the actual recovery time becomes a particularly insightful indicator.

Building a Dashboard That Is Easy for Governance to Understand

A business continuity dashboard is not an exhaustive list. It should highlight trends, significant deviations, and expected decisions. A color-coded representation can be useful, provided that the colors are based on explicit criteria rather than on the subjective judgment of the business continuity manager.

The frequency should be tailored to the nature of the measurement. Deviations from targets observed during a fiscal year can be analyzed at each test. Plan coverage can be reviewed quarterly. Major risks, critical overdue actions, and investment decisions must be reported immediately, without waiting for the next reporting cycle.

It is also necessary to maintain a historical record. A snapshot in time can be misleading. Trends over multiple time periods reveal whether the system is improving, stagnating, or deteriorating as a result of organizational changes. A stable coverage rate can mask an increase in critical activities that have not been analyzed following a merger, outsourcing, or the deployment of a new platform.

Avoid indicators that give a false sense of security

Some indicators are appealing because they are simple, but they can lead to poor decisions. The percentage of employees who have completed awareness training does not measure their ability to fulfill their roles during a crisis. The number of updated plans does not measure their suitability for current dependencies. The number of drills conducted does not measure whether the identified weaknesses have been addressed.

We must also be wary of overly absolute goals. Demanding 100% compliance at all times can encourage teams to downplay discrepancies or prioritize formal checks. In some environments, explicitly prioritizing risks and remediation measures provides more value than an artificially “green” overall metric.

Finally, data reliability remains a prerequisite. If lists of critical activities, recovery objectives, or those responsible for plans are not properly managed, the metrics will only serve to reinforce unreliable information. The quality of business continuity data must therefore be incorporated into the system’s responsibilities.

Using Metrics as a Tool for Professional Development

Developing business continuity indicators requires expertise in impact analysis, continuity strategies, drills, crisis management, and governance. This expertise enables a shift from merely monitoring the business continuity plan (BCP) to making informed decisions about operational resilience.

Professionals trained in recognized frameworks are particularly skilled at linking a metric to a business continuity objective, a risk, and a decision. It is this ability to interpret data that gives the dashboard its value. DRI France supports this professional development by linking the requirements of these standards to real-world situations encountered in French and French-speaking organizations.

A good indicator does not seek to prove that the system is perfect. It highlights, with sufficient precision, where the organization needs to make decisions, invest, test, or make corrections before the next disruption forces it to do so.

Select useful business continuity indicators to manage your BCP, test its performance, and guide key governance decisions.

[46

post-4969","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news-en-2

Which business continuity indicators should you choose?
